Treasury

Treasury is responsible for all financial matters for the Township, including setting the annual municipal budget, financial reporting, property taxes, asset management, procurement, accounts receivable, accounts payable and insurance.

Asset Management Plan

In December 2017, Ontario Regulation 588/17 (“the Regulation”) Asset Management for Municipal Infrastructure was passed under the Infrastructure for Jobs and Prosperity Act.

The Regulation firstly required all municipalities to develop a Strategic Asset Management Policy, to provide guidance for future capital investment decisions. The Township adopted its Policy in 2017. Visit the Government of Ontario website for more information on Municipal Asset Management Planning.

The 2026 Asset Management Plan ("AMP") is now available. This AMP includes data on all tangible capital assets ("TCA") such as roads, bridges, buildings, vehicles, land, land improvements, technology, and other equipment.

Audited Financial Statements

One of the ways the Township demonstrates openness and accountability to the community is by sharing details of the Township's operational performance, as well as the Township's financial position.

Each year, the Township's financial statements are audited by an independent accounting firm and made available to the community. The annual financial report contains:

Consolidated financial statements, as required by the Municipal Act
Trust fund financial statements
Separate financial statements for local boards, gas utility enterprise and government business enterprises

In addition, the Township reports the Financial Information Return (FIR) annually. Section 294 (1) of the Municipal Act states that the treasurer of a municipality shall in each year provide the Minister with a return containing information designated by the Minister with respect to the financial affairs of the municipality. This takes the form of the annual Financial Information Return (FIR). Municipalities must submit FIRs annually to the Ministry of Municipal Affairs and Housing (MMAH) by May 31.

Building Conditions Assessment

Keller Engineering performed Building Condition Assessments (BCA) of Township building assets on October 24, 2023, on behalf of the Township of East Garafraxa. Reports dated December 15, 2023 are available below:

Energy Conservation and Demand Management Plan 2019-2024

Ontario Regulation 397/11, Energy Conservation and Demand Management Plans, requires all broader public sector organizations, including municipalities, to report on their annual energy use and greenhouse gas emissions in designated buildings/facilities by July 1 and to develop and implement a 5 year energy conservation and demand management plans by July 1, 2014.

Energy consumption data is to be submitted to the ministry and made publicly available on the organization's website and intranet site and be available in printed form.

OSIM Bridge Inspections Report

R.J. Burnside & Associates Limited was engaged by the Township of East Garafraxa to undertake the inspection of 31 bridge and culvert structures. The visual inspections were carried out on an element-by-element basis in accordance with the Ministry of Transportation - Ontario Structure Inspection Manual (OSIM). The inspections were completed under the direction of a Professional Engineer to assess their condition and identify any material defects, performance deficiencies, maintenance needs, additional studies and/or repairs/rehabilitation work required on a structure-by-structure basis.
